FASB just handed holders a practical checklist that turns certain stablecoins into cash equivalents on the books.

Mon Sep. 7 — FASB’s Aug. 18 Topic 230 proposal clarifies when stablecoins qualify as cash equivalents under U.S. GAAP; comments are due Nov. 19. The board pulled input from Stablecoin Insider, Crowe, and EY to spell out exactly what makes the cut.

What actually qualifies

The first test requires an on-demand contractual redemption right. Holders must be able to cash out straight from the issuer without waiting on secondary markets. The second test demands a direct claim against the issuer for a known cash amount, locking in the dollar value at redemption. The third test insists on one-to-one segregated reserves parked in short-term, highly liquid assets.

Secondary-market liquidity alone does not cut it. Trading volume on exchanges means nothing if the issuer cannot meet those three conditions. The proposal also adds a new annual disclosure that forces companies to break out cash-equivalent holdings in their statements so investors see the composition every year.

How this lands on the chart

Majors stayed steady while the draft circulated. CoinGecko showed BTC at $78,885 down 0.9 percent, ETH at $2,473.79 down 0.1 percent, XRP at $1.39 down 1.6 percent, SOL at $103.52 down 1.9 percent, and DOGE at $0.089306 up 0.6 percent around midday Monday. Regulation headlines like this one often keep spot traders chopping while they wait for final language.

Why the tests matter for holders

Anyone running a balance sheet now knows the exact spine that stablecoins must clear. On-demand redemption, direct issuer claim, and segregated reserves form the full set. Miss any one and the asset stays in the investment bucket instead of cash equivalents. The annual component disclosure adds another layer of transparency that was missing before.

Next steps

Comments close November 19. The board will fold feedback into the final version under Topic 230, and GENIUS 3(g) language on reserve quality will likely stay in play. Holders watching the majors can track how this rule set changes where stablecoins sit on corporate statements once it lands.

This proposal keeps the focus on concrete accounting mechanics rather than broader money-supply debates. The three tests give the market a workable frame without forcing every coin through the same narrow door.
